Edited by the Central Institute of Party History and Documentation, Volume One of Selected Works on Economics by Xi Jinping has recently been published by the Central Literature Publishing House and is now available nationwide. Since the 18th National Congress, amid a complex international climate and formidable domestic challenges in reform, development, and stability, the Party Central Committee—with Comrade Xi Jinping at its core—has maintained a broad vision, strategic foresight, and a commitment to pragmatic action. This leadership has robustly strengthened the Party’s strategic planning and unified command over economic affairs, deepening its understanding of the inherent laws governing economic work. By introducing a series of innovative ideas, fresh perspectives, and novel strategies, the nation’s economic development has achieved historic milestones and undergone transformative changes, culminating in what is now known as Xi Jinping’s Economic Thought.
Xi Jinping’s Economic Thought is an integral component of his overarching Thought on Socialism with Chinese Characteristics for a New Era. It represents a systematic theoretical distillation of practical experiences in modern economic development and stands as a valuable intellectual crystallization borne of the Communist Party’s relentless pursuit of a socialist economic path. This thought has charted a new course for the political economy of socialism with Chinese characteristics, made a significant original contribution to the evolution of Marxist political economy, and furnished a potent ideological tool for advancing high-quality economic development, adeptly addressing major risks and challenges, and comprehensively building a modern socialist nation.
Volume One encompasses the most pivotal and foundational writings on economic development by Comrade Xi Jinping, dating from November 2012 to December 2024, arranged chronologically. It comprises 74 documents—including reports, speeches, lectures, instructions, and directives—with several pieces being published for the first time. The publication of this volume serves as an authoritative textbook for Party members and people of all ethnic groups, facilitating an in-depth study and implementation of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era—particularly his economic thought. It plays a crucial role in helping cadres and the general public profoundly appreciate the decisive significance of “the two establishments,” bolster the “Four Consciousnesses,” strengthen the “Four Confidences,” and achieve the “Two Safeguards.” This, in turn, fosters a closer unity around the Party Central Committee with Comrade Xi Jinping at its core, fully implements the spirit of the 20th National Congress and the subsequent plenary sessions of the 20th Central Committee, adheres to the principle of progress while ensuring stability, and accurately and comprehensively applies the new development philosophy. In today’s installment (March 2) of the series The General Secretary’s People-Centered Sentiment, we explore “Happiness Amidst Verdant Mountains and Clear Waters.” In the early spring, the vast landscape of China is a tapestry of resplendent mountains and rivers. From the thawing of the icy expanse at Uliangsu Sea—welcoming the return of migratory birds—to the fragrant, vibrant ambiance of the Xixi Wetland in full bloom, and the exuberant wildflowers carpeting Wuzhishan, nature reminds us that the environment is the very essence of people’s livelihood. Green mountains epitomize beauty, and clear blue skies are synonymous with happiness.
Since the 18th National Congress, the Party Central Committee, with Comrade Xi Jinping at its helm, has placed ecological civilization at the core of the nation’s long-term development strategy. Each year, the General Secretary personally participates in volunteer tree-planting activities, wielding his shovel alongside the people to add verdure and vibrancy to the nation’s landscape.
In the new era, General Secretary Xi Jinping’s dedication to ecological civilization has taken him across the breadth of China—from the source of the Three Rivers to the Saihanba Forestry, from the Loess Plateau to the lofty Tibetan Plateau. Take, for example, Erhai Lake—affectionately known as the “Pearl of the Plateau” and revered by the people of Dali as their mother lake. Beginning in the 1980s, excessive exploitation had led to a precipitous decline in the water quality of Erhai. In 2015, during his visit, General Secretary Xi Jinping stressed that while economic development is essential, it must never come at the expense of the environment. He underscored that ecological protection is a long-term endeavor requiring sustained effort, and insisted on robust measures to safeguard Erhai Lake. In response, local authorities established 20 sewage treatment plants within the Erhai watershed, constructed over 5,700 kilometers of sewage collection pipelines, and laid the groundwork for a comprehensive domestic sewage treatment system. Since 2015, more than 1,800 households within a 15-meter buffer zone around the lake have been relocated, and a 129-kilometer ecological corridor has been created to form a green ecological barrier.
Today, all 27 primary tributaries feeding into Erhai boast exemplary water quality; the lake’s clarity now exceeds 2 meters—the best level in nearly two decades; and the once-vanished aquatic vegetation has made a vibrant comeback, steadily expanding its domain. Guided by Xi Jinping’s ecological civilization thought, the building of a Beautiful China is advancing steadily. The maxim that “lucid waters and lush mountains are invaluable assets” has become a shared conviction and driving force throughout the Party and society. According to the National Development and Reform Commission, more than 98% of the 102 major projects under the 14th Five-Year Plan have met their planning targets, thereby robustly supporting high-quality economic and social development. Deep within the Tianshan Mountains, the progress on the Wuying Expressway is continuously advancing—with final interior finishes underway in 17 tunnels along its route. Once the entire stretch is completed by the end of this year, this vital transportation artery will put an end to Xinjiang’s historical lack of a north–south expressway. In the heart of the southwest, the Yuxi Water Resource Allocation Project has entered a phase of large-scale, concentrated construction, with 19 trades operating concurrently and progress now exceeding 85%. This initiative will resolve the shortage of substantial, high-quality water sources for the Chengdu–Chongqing twin-city economic zone. Meanwhile, in Shaoguan—revered as the “Gateway to Northern Guangdong”—the construction of a nationwide integrated computing network cluster has entered its final sprint. Here, the establishment of over 20 new data centers will fill the void of a national hub node within the Guangdong–Hong Kong–Macao Greater Bay Area. Among the 102 major projects of the 14th Five-Year Plan, a significant proportion focuses on transportation, energy, telecommunications, water conservancy, and new infrastructure. To date, of the more than 5,000 individual projects encompassed within these initiatives, 98% have either commenced construction or been completed.

Data from the newly released National Economic Census, as reported by the National Bureau of Statistics, indicate that the scale of China’s industrial economy is steadily expanding while new drivers of growth flourish robustly. Over the five-year period covered by the fifth National Economic Census, the number of legally registered industrial enterprises increased by 785,000—a growth of 22.7%. Notably, the strategic emerging industries experienced the fastest surge, expanding by 45.0%. By the end of 2023, the number of enterprises in the new generation information technology, high-end equipment manufacturing, and new materials sectors had risen by 62.4%, 50.4%, and 48.5% respectively compared to 2018. The trends toward industrial upgrading, digitalization, and environmental sustainability are increasingly apparent, as a new development paradigm—characterized by rational regional division of labor and complementary advantages—is rapidly taking shape. At the close of 2023, the eastern region had attracted 70.2% of the nation’s large-scale equipment manufacturing enterprises; meanwhile, the Yangtze River Economic Belt has emerged as the manufacturing backbone, with legal entities comprising 51.9% of all large-scale manufacturers—an increase of 1.2 percentage points from 2018. Furthermore, research and development investment by industrial enterprises has been on a continuous upward trajectory, with the average annual growth rate of R&D expenditure among large-scale industrial enterprises reaching 10.1% over the five-year census period. In particular, the R&D spending in high-tech manufacturing and equipment manufacturing sectors has grown at an average annual rate exceeding 11%.

For the station’s routine operations, an upgrade to the material information management system has significantly boosted storage efficiency. At the same time, maintenance of the regenerative life-support system and in-cabin environmental monitoring have proceeded in an orderly manner, while the on-orbit validation of the cabin’s intelligent flight robot “Xiao Hang” has demonstrated a promising foundation for future human-machine collaborative operations.
