Xi Jinping Emphasizes High-Quality Development to Ensure the Successful Conclusion of the Military’s 14th Five-Year Plan

At the plenary session of the delegation representing the People’s Liberation Army and the armed police force, General Secretary Xi Jinping underscored the imperative of adhering to high-quality development standards to bring our military’s construction under the 14th Five-Year Plan to a triumphant close. Speaking at the Third Session of the 14th National People’s Congress on the afternoon of the 7th, he stressed that achieving a comprehensive and timely conclusion to the plan is of profound importance—not only for meeting the centennial goal of our armed forces but also for advancing the nation’s modernization, strengthening the country, and realizing the great rejuvenation of the Chinese nation. He called on all to maintain steadfast confidence, confront challenges head-on, and ensure that predetermined goals and tasks are fulfilled on schedule.

During the meeting, representatives—including Zhou Gang, Li Dong, Feng Yan, Zheng Yuanlin, Cui Daohu, and Liu Shuwei—took turns offering their insights. They proposed measures on coordinating the resources for weaponry testing and evaluation, innovating planning execution and management, enhancing the efficiency of fund utilization, reinforcing the capacity of military industrial production, advancing the construction of national defense infrastructure, and optimally harnessing emerging resources.

After carefully listening to these contributions, Xi Jinping delivered a crucial address. He noted that, over the more than four years since the implementation of the military’s 14th Five-Year Plan, a series of landmark achievements have been realized, even as numerous challenges and contradictions have emerged. He emphasized the need to judiciously balance progress with quality, cost with benefit, the overall picture with key priorities, development with oversight, and planning execution with capacity building. He urged that the path forward must be characterized by high quality, high efficiency, low cost, and sustainable development—ensuring that our accomplishments stand the test of both history and real-world combat.

Xi Jinping further stressed that it is vital to urgently resolve any bottlenecks and obstacles in the plan’s implementation. He called for bolstered coordination across departments, sectors, and military-civilian lines, and for strengthening both policy application and resource provision to ensure alignment between policy direction and operational efforts. He advocated the prudent use of modern management concepts and methods, urging the continuous refinement of strategic management systems and mechanisms to enhance the systematic, holistic, and synergistic execution of the plan. Moreover, he underscored the importance of maintaining a spirit of frugality in military construction, scientifically allocating national defense resources, and improving both the precision of fund usage and its cost-effectiveness.

Xi Jinping also pointed out that achieving the objectives of the military’s 14th Five-Year Plan depends critically on the robust support of the nation’s broader socio-economic development framework. He urged stronger military-civilian collaboration, the effective leveraging of local strengths and resources, and an overall enhancement in both the quality and efficiency of military construction. Seizing the opportunities presented by the burgeoning new productive forces in the country, he called for innovations in combat capability development and deployment, the establishment of agile response and rapid transformation mechanisms for advanced technologies, and the accelerated evolution of next-generation combat power.

He concluded by stressing the necessity of a comprehensive, professional evaluation of the entire planning and implementation process—assessing development quality, construction benefits, and overall combat effectiveness. Emphasizing that oversight must occupy a prominent position, Xi Jinping advocated for the creation of a robust and effective supervisory system, enhanced integrated monitoring and joint auditing, and a rigorous approach to investigating and remedying corruption. Such measures, he asserted, are essential to ensuring that the final quality, capability, and integrity of the plan are uncompromisingly secured.

The meeting was chaired by Zhang Youxia, a member of the Politburo and Vice Chairman of the Central Military Commission, with Politburo member and CMC Vice Chairman He Weidong, as well as CMC members Liu Zhenli and Zhang Shengmin, also in attendance.

On the afternoon of the 6th, General Secretary Xi Jinping visited members of the China Democratic League, the China Association for Promoting Democracy, and representatives from the education sector at the Third Session of the 14th National Committee of the Chinese People’s Political Consultative Conference. During the joint meeting, he emphasized the necessity of deeply understanding the demands that Chinese-style modernization places on education, technology, and talent. He called for the cultivation of an environment in which talent flourishes, every individual’s abilities are fully harnessed, and all talents are optimally utilized. His impassioned address resonated deeply with the CPPCC members, who pledged to unify public sentiment and build consensus, thereby contributing their wisdom and strength to the creation of a powerhouse in education, technology, and talent.

That afternoon, members from the China Democratic League, the China Association for Promoting Democracy, and the education sector greeted General Secretary Xi Jinping with enthusiastic applause. Zhang Yunkai, a seasoned expert in vocational education, was the first to speak.

Addressing the adaptability of vocational education, it was noted that on March 7 in Baoding, Hebei, students from Hebei Transportation Vocational College were engaged in intelligent driving tests in a local enterprise’s laboratory using state-of-the-art AI and Internet of Things technologies. The school, in collaboration with the enterprise, has established an industry-education integration practice center and jointly developed curricula, ensuring that students remain perfectly aligned with the pace of emerging industries.

General Secretary Xi Jinping stressed that building an educational, technological, and talent powerhouse requires adherence to sound educational principles—cultivating well-rounded socialist builders and successors who excel morally, intellectually, physically, aesthetically, and in labor. He asserted that a high-quality education system and a people-pleasing educational experience fundamentally depend on the deepening of comprehensive educational reforms. The attendees affirmed their commitment to his directives and to embedding Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era at the heart of talent cultivation.

Moreover, Xi Jinping emphasized that achieving a virtuous cycle between autonomous technological innovation and self-reliant talent development hinges on education playing a pioneering and foundational role. The members, having internalized his guidance, vowed to leverage their respective strengths and to make substantial contributions in areas such as interdisciplinary breakthroughs, university-industry-government collaborative innovation, the promotion of technological achievements, and the enhancement of talent cultivation quality and efficiency—thereby bolstering the overall effectiveness of the national innovation system.

During the joint meeting, speaking on behalf of the CPC Central Committee, General Secretary Xi Jinping extended festive greetings and best wishes for International Women’s Day (March 8) to women of all ethnic groups and sectors, as well as to female compatriots and overseas Chinese women. Gathering Collective Strength to Tell the China Story

During discussions on the government work report at the Third Session of the 14th National Committee of the Chinese People’s Political Consultative Conference, committee members unanimously agreed that the CPPCC must continue to center its work around Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era. The Second “Committee Channel” of the 14th CPPCC Now Open

Today, March 7, the “Committee Channel” of the Third Session of the 14th National Committee of the Chinese People’s Political Consultative Conference reopened, with ten CPPCC members stepping forward to participate in a collective interview with reporters.

This year’s Central Document No. 1 emphasized the further deepening of “express delivery into the countryside.” CPPCC member Aiyimusa Tuoheta from Uqia County in Xinjiang—the farthest west of the motherland—shared the tremendous changes experienced by mountain herders over the three years since the “express delivery into the countryside” initiative was launched.

Among the voices was CPPCC member Yang Yuni, a post-95 representative and a renowned inheritor of intangible cultural heritage who grew up by the Hani terraces. During her university years, she founded the Yuni Cultural and Art Inheritance Center in her hometown; today, she has successfully introduced elective courses on intangible cultural heritage in several schools across Yunnan, Fujian, and beyond.

Addressing the internationalization of traditional Chinese medicine, CPPCC member Xu Fengqin recounted how, in 2022, she led a national medical team to assist Cambodia in combating the pandemic—an endeavor that not only won local admiration for traditional Chinese medicine but also treated approximately 34,000 patients within a year and facilitated the establishment of the China–Cambodia Traditional Chinese Medicine Center.

During today’s “Committee Channel,” additional CPPCC members—including Yang Yi, Xu Xiaolan, Wang Dinghua, Zhang Zhaohui, Fang Zhong, Zhang Shuxin, and Zhang Xinghai—addressed reporters’ inquiries on diverse topics such as the development of the industrial internet, the advancement of teacher workforce construction, foundational research in physics, and community volunteer services.

Press Conference of the Third Session of the 14th National People’s Congress

On March 7, the Third Session of the 14th National People’s Congress held a press conference. Wang Yi, a member of the Politburo and Minister of Foreign Affairs, addressed questions from both domestic and international reporters regarding China’s foreign policy and international relations.

Wang Yi explained that under the visionary leadership of General Secretary Xi Jinping, Chinese diplomacy has maintained its core principles while innovating and progressing steadily, thereby fostering profound and positive changes in China’s global relations. He noted that the concept of a community with a shared future for mankind, which places the welfare of all humanity at its core, embodies the noble tradition of public-spirited Chinese civilization and reflects the internationalist ethos of the Chinese Communist Party. China’s diplomatic efforts will steadfastly align with historical justice and human progress, using its own certainties to stabilize an increasingly uncertain world.

He further emphasized that as a permanent member of the United Nations Security Council, China will resolutely uphold the central role of the UN and act as a bulwark for the multilateral system. Regardless of shifting global dynamics, China will remain deeply committed to the Global South—nurturing its development, fostering unity, and promoting self-reliance.

Highlighting the exemplary nature of Sino-Russian relations, Wang Yi remarked that the mature, resilient, and stable relationship between China and Russia sets a model for neighboring nations and serves as a constant in a turbulent world. The two countries will jointly commemorate the 80th anniversary of victory in World War II, promote an accurate historical perspective, and safeguard the achievements of that hard-fought victory.

On the subject of U.S.–China relations, he asserted that mutual respect is a fundamental prerequisite. It is unrealistic to simultaneously attempt to contain China while seeking to cultivate a cordial relationship. Such contradictory policies undermine bilateral stability and erode mutual trust. The economic and trade relationship between the two nations is inherently reciprocal and equitable—cooperation is the pathway to mutual benefit, whereas unilateral pressure will be met with resolute countermeasures by China.

Addressing the Taiwan issue, Wang Yi stressed that Taiwan’s return to China is an integral element of the postwar international order. Taiwan has never been a sovereign state and will never be one. Promoting “Taiwan independence” amounts to advocating secession, interfering in China’s internal affairs, and destabilizing the Taiwan Strait. Such actions are akin to playing with fire, and attempts to use Taiwan as a lever against China are as futile as a mantis challenging a chariot. Ultimately, China’s reunification is both inevitable and assured.

Regarding the Ukraine crisis, he stated that China has consistently worked tirelessly in the service of peace and has actively promoted dialogue. The consensus—and the goal—remains to achieve a fair, enduring, binding peace agreement acceptable to all parties involved.

Wang Yi also addressed reporters’ inquiries on regional diplomacy, Sino-European relations, the Middle East situation, global governance, and people-centered diplomatic initiatives.

Review of the 2025 Plan and Budget by the NPC Finance and Economics Committee

On the morning of March 7, the Finance and Economics Committee of the 14th National People’s Congress convened a plenary session. In accordance with review opinions submitted by various delegations and specialized committees, the committee examined the 2025 Plan Report and Draft Plan, as well as the Budget Report and Draft Budget, which were submitted by the State Council for the Third Session.

The meeting approved two key review reports:

  • The “Review Result Report on the Execution of the 2024 National Economic and Social Development Plan and the Draft 2025 Plan”
  • The “Review Result Report on the Execution of the 2024 Central and Local Budgets and the Draft 2025 Budgets”

These reports will be submitted to the Presidium of the National People’s Congress in accordance with its procedural rules.

The 2025 plan proposed by the State Council is well aligned with the spirit of the 20th Party Congress, the subsequent plenary sessions of the 20th Central Committee, the Central Economic Work Conference, and the guidelines of the 14th Five-Year Plan. Its overall requirements, target tasks, policy orientations, and specific measures are coherent and feasible. Consequently, the Committee recommends that the Third Session of the 14th National People’s Congress approve the report and the draft 2025 Plan.

Similarly, the Committee assessed that the 2024 budget execution has been overall favorable. The 2025 Budget Report and the Central and Local Budget drafts meet the relevant guidelines and requirements, are consistent with the anticipated annual economic and social development targets, adhere to the principles of macroeconomic regulation, and comply with the Budget Law. Therefore, it is recommended that the Third Session approve the respective budget reports and drafts, as well as the proposed debt limits for local governments for 2025.
